When i spray fans in Video Card one doesnt spin

I was spraying out my video card and the one fan on it wont spin with air flowing on it like the other one will, is this a issue? its the fan close to the bracket where the inputs are.
Its a msi GeForce gtx 560 , I had cleaned a lot of dust off other areas in my room this week so I guess allot of it got in my pc and it wouldn't boot up this morning after it crashed, is this fan broken ? and does this mean my GPU is completely broken?

Any help is appreciated :/ I haven't put it back in pc yet

What were you spraying the card with. When you have the PC running just push the fan blade and see if it spins up

my friend when I was able to ask him says it sounds like fan is broke, I have just normal air can ,
