[First Time Building] Looking To Build a PC To Run Sims 3/4

Although I'm mostly building this PC for Sims 4 there's a good chance I will be keeping Sims 3+expansions (I have about 5 expansions) on the pc with Sims 4 until I'm ready to uninstall it because I may not like Sims 4 lol So the PC would need to be able to have both games on it and still run smoothly. This computer will only be used for gaming and internet, otherwise I have a laptop for the other stuff. I don't really play hardcore games just Sims and the odd free-to-play MMORPG - think Diablo 3 type graphics.

Budget: Would like to stay under $500, lower is better if possible.
Don't Need: monitor, mouse, keyboard, speakers or OS. I plan to go with windows 7 because I absolutely hate 8 and my dad already has windows 7 so one less thing to pay for.
Other Info: A plus would be a quiet pc, it will be kept in my room so I'd prefer if it wasn't too noisy. Also, I live in Canada so keep that in mind when pricing.

Below I posted a build someone else on here gave me, I'm wondering I if I can save money on anything on that list? I'm even okay with something that I can upgrade later, but it needs to be able to at least run Sims 3 smoothly.
