Monitor not displaying after installing graphics card. PSU problem?

I recently got a radeon hd 6670 for my computer. The PSU is only 280 watts, and the recommended wattage for the card is 400 watts. However, I had done some research that gave conflicting views about whether my crappy PSU could run it. So I decided to try it. I've tried multiple solutions I've seen people use for this issue, but none have worked. I'm pretty sure this is a problem with the wattage, and if so, does anyone have a cheap option for a replacement PSU?
