I have a Dell Optiplex 380MT and I wanted to upgrade the CPU. I know it will take Core 2 Quad CPU's but the Q9300 isn't listed and I happen to have one. I was wondering if it wasn't listed because of the standard PSU and if I could use it if I upgraded it?

Yes I do not see why it wouldn't the Dell OptiPlex motherboard uses a LGA775 Socket and the Q9300 is compatible with that Socket.

The thing to look for is architecture of cpu. If it says it will run q6600 but not q9xxx it means it doesnt have chipset or bios support for 45nm cpu's. There are too many different models of 380mt to look it up.
I found one doc. but it said the machine was cpu less ;#}

if it will run E7xxx dual cores it will likely but not definitely run Q93xx's. (45NM 1066FSB)
If it will run E8xxx dual cores it will likely but not definitely run Q9450-9550'S.(45NM 1333FSB)

It runs the following Core 2 Quads, per the manual:

Intel® Core™ 2 Quad Q9650/3.00GHz, 12M, 1333FSB
Intel® Core™ 2 Quad Q9550/2.83GHz, 12M, 1333FSB
Intel® Core™ 2 Quad Q9505/2.83GHz, 6M, 1333FSB
Intel® Core™ 2 Quad Q9400/2.66GHz, 6M, 1333FSB
Intel® Core™ 2 Quad Q8400/2.66GHz, 4M, 1333FSB

I'm just wondering what would keep it from running the Q9300?

You could always download cpu-z and to see what the socket is and if its the same socket then I don't see why not but you could also try to contact dell and maybe they will help.

I ended up going with the Q9300 and it worked just fine. I guess it was just a matter of what Dell offered.
