AC4 and BF4 on both medium and low 40 fps Radeon HD 7970

Hi, im starting to think that the GPU i have (Radeon Sapphire HD 7970) is not ment to be this slow. On BF4 i have textures on high and everything else on low (resolution scale 100%) and on AC4 i experience 40 (even down to 30) fps in the jungle, naval combat and villages. My CPU = AMD FX 8350 Eight Core Processor.
Is there anything wrong with my CPU or GPU? Do i need to repair or overclock? Is it ment to be this bad because i did pay about 1800$/1370,84€

First off, you're CPU is underpowered compared to your GPU. I mean I have an I5 3570k and a 7970 and my CPU is still the bottleneck, but I don't think that would bottle neck it that badly. Try reinstalling the GPU drives. Be VERY CAREFUL though. Do a lot of research before you do because you don't want to uninstall your CPU drivers. If that doesn't work, try clocking it specifically rather that automatically. Get MSI Afterburner or some other GPU OCer and clock it to 925mhz-1ghz. If that still doesn't fix it, make sure your CPU is clocked up to speed too. If that STILL doesn't work send the GPU back as a DOA.

Well there's the problem kinda. I dont know much about GPU and CPU. I dont even know what clocking to 925mhz-1ghz means! :/ I am afraid i wont take any chances on reinstalling anything.

Oh i forgot! xD My motherboard got defected at wouldt work when i was doing something with my computer. It startet to smell from the motherboard. So we sent it in and they said the motherboard was completely dead. Could the defect done anything to the CPU or GPU? I smelled smoke from the motherboard when it died.
