1-- No SSD in the build? I personally try to include them in builds of $1k+
2-- That cooler might be overkill for gaming. You would only need water cooling if you are overclocking, and overclocking is probably not necessary with that processor for gaming, unless he wants to do it just for fun and tinkering... A nice air cooler could be less than $50 and work well for gaming.
3-- I personally would prefer a 2560x1440 resolution for a 27 inch monitor, but mainly because I do a lot of design work. I guess in gaming 1080p would be welcome to preserve the frame rates. Just beware that web browsing and general productivity might feel a bit pixelated, though games will probably look great...
