I would like to ask whether should I buy at least 21" LED monitor for this spec?
My friend say if I get 19-20" LED monitor I can't maximize the VGA performance, is it true?

I prefer bigger screen but I only have small table so I think the bigger the monitor the bad for me eyes, whats the distance for my eyes looking at the monitor? 50cm? 40cm?

it's not necessarily how big of monitor you should get, but the resolution. To maximize the potential of a GTX 760, it's best to get a 1920X1080 screen. Even something a low as 21.5 inch, you'll see more pretty textures than lower resolutions.

Whats the best distance between my monitor and eyes? 50cm? 60cm?

I don't think that matters too much. But 50, 60 cm seem to be about the right range.
