Yes but you would have to lower your settings. Full res at 1080 is quite a push also. I play at 30+ fps in Cities and 60+ in wilderness even with a 760GTX and OC'd FX-6300... it's such an unoptimized game.

Search for tweak guides as I got some extra FPS from them.
