HELP!! New ASUS R9 280X GPU SHUTTERING ISSUES

I just bought an ASUS R9 280x DCUII GPU. I noticed texture shuttering in multiple games that appear in specific points of game maps (talking about METRO:LL, AC4BF, WITCER2,LoL,+ others)
In specific camera angles the game can freeze out completely aswell (mostly happening with AC4BF) . When browsing the internet random appearences of horizontal slim black lines occur aswell. The card passed a 15' furmark test @ 1080p successfully without exceeding 80 degrees, but while just burn testing it started flickering at a square area of the screen after 5' or so. Tried installing the latest beta drivers instead of the normal ones but that didnt help.Tried underclocking the card didnt help aswell.Could it be faulty hardware?Can you reccomend any possible solutions? Some say it may be PSU related.:??: 

My system specs are as listed below :

Intel core i7 860 Lynnfield @2.8ghz (stock speed)
Gskill Ripjaws 8gb 1333mhz CL7
Kingston HyperX 120gb SSD (boot drive)
Seagete Barracuda 7200.12 1TB (storage drive)
OcZ Fatal1ty 750w modular PSU (just installed to go with the gpu)
Coolermaster 212 EVO cpu cooler
ASUS R9 280x DCUII 3GB
LG flatron 1080p 23'' Monitor TV
Gigabyte GA-P55M-UD2 MOBO
Custom caseless chassis with decent airflow.

Set your card to run at 850Mhz core clock and 1500Mhz memory clock.

I did that, and it did something but did not fix it completely.You see i havent seen the black lines i mentioned before (and by now i dont think i will again), when playing AC4BF it took quite a long time for the flickering to start, (building faces turning black and then normal back again etc.)
whereas at first the flickering started almost immediately. But still after 10 minutes of gameplay it did start, and as always kept on regardless of where i kept my camera pointed. The game however DID NOT show any major graphic shuttering (im talking about the one that started when pointing the camera to a specific direction and if i centered it completely the game froze). So is all this due to bottlenecking? could O/C ing my cpu
help? Or will i have to completely go for a new mobo-cpu set...
I didnt also mention that my new psu (the one listed above) does make strange, high frequency noises when my framerates get too high. Dont know whats wrong here, perhaps i should talk to a priest :D 
Still, your solution did something, but i'm not sure what.

yeah if you have tried re installing drivers, going through the settings in CCC and in the games, v-sync the whole 9-yards, then look into the psu

damn my DOA has expired so ill have to send it for "repair". I hope they dont just send it back telling me its fine :S

I have the same problem, mu fist R9 280x did the same thins, i wen't to the shop they gave me a new one, and guess what.... after a few minutes of playing, some thing happens again.... i think it's a problem with this model... such a shame
!
