Should I Replace my BFG GTX 275 with an MSI GeForce GT 640?

Current specs are:

Motherboard: Biostar A780L (PCIe 2.0 x16)
CPU: AMD Phenom II X4 B55 3.20ghz
Ram: 4.0 GB
GPU: BFG GTX 275

My Video card feels like it's not performing like it should, it very possible it tooks some heat damage (Dust had built up inside it).

Unfortunately I only have around $100 to spend on a video card right now. I was hoping you guys could help with some insight on to how the two cards with vary in practical usage.

Things I do on my computer:

Run two monitors
Stream and play lots of videos
Team Fortress 2
EVE Online with 5 to 6 clients running at once across the two screens
Guild Wars 2
I hope to play Crysis 3 which I was unable to because the BFG GTX 275 Doesn't support DX11

Hoping some of you more familiar and knowledgeable on the Graphics Hardware can help me gauge how the graphics capability of my machine will differ if I get the new card.

Go for an AMD hd 7770. Much better than either of the cards, and can be found for <$100.
Here is the cheapest 7770, and cheapest with-rebate 7770. I owned the icooler, and it was silent and very fast for a 7770. Under 70c+silence=great card. Mine ended up overclocking to 1300/1555, but it was a golden chip.

Thanks for the quick reply! Unfortunatley thats a PCIe 3.0 x16 card, my motherboard only supports 2.0. I'd love to upgrade my whole machine but it's just not in the budget right now.
