[Help Please] BF4 VERY LOW FPS

So, my PC's main specs are the following:
Intel C2Q Q8400 @ 2.66 Ghz
AMD Radeon HD 4850 1 gb at stock settings
4 gb of ddr2 ram
WIN 7 32 bit OS
A 1tb 7200 rpm HDD

So my problem is, for example on 1080p on test range I get ~90 fps when flying a jet above water, but when I am on land i get ~25 which is unplayable...
Framerate is the same if I set "resolution scaling" to 50% or 150% so that makes me think its my CPU??

Same FPS issues on lower resolutions. Also, fps plummets when stuff explodes and falls apart.


I have old drivers (1 year old) but I dont wanna upgrade them incase it destroys my gpu.


Any help would be very appreciated... Thanks


EDIT: when i plyed bf3 i played low at ~45 FPS 1080P on a 32 man

I'm sure it's your CPU, run open hardware monitor and see if it's at 100%, if so, that's your answer.

umm OK, from memory it is at about 75% usage but spikes like crazy Would OC be an option?
