Need help badly

(I don't know if this is the right section but)
I know you heard this tons of times, but ive got this huge problem and I think I tried everything, my computer turns on, the fans all light up and run, the graphics card runs, There are no Post beeps, leading me to think its not booting, ive tried everything ive found and here it goes:
Replaced the ram
MOved the ram
cleaned the pci slots
Moved the graphics card
changed screens
reseated ram and graphics card
Took out the cmos battery held it for 2 minutes and put it back in, I did it all.
Specs:
Cpu : i5 2500k
Gpu: radeon hd 6970
Ram: crosair vengace 8gb

I believe so, imma give a little update, Well earlier i didnt know what I was doing and i fucked around a bit and I found, that if I push my 700 watt psu to 115watts, it turns on for like three seconds, then turns off then turns back on, If i put it on 230watts, then the graphic card gets louder and it does the no screen thing.

Ok. Pl reset your BIOS setting by clearing CMOS.

Ok did that and still doing the same , also did I mention I have no ram in at this point and its not beeping either, so make that no warning beeps either

So seems like your mobo is problematic. Better contact with mobo manufacturer. What is your mobo btw
