I am building a Steambox/HTPC to run on a Panasonic 42" HDTV
My budget is $700 but I can push to $850 if necessary
I want to play Skyrim, BF4, DayZ, Kerbal Space Program, AC4 at 60fps on decent settings
Would these parts be compatible, fit my needs and would you have any suggestions or tips for me?
Intel Core i3-4130 CPU
Gigabyte GA-B85 mobo
G.SKILL Ripjaws 8GB Ram @ 1600mhz
Western Digital Caviar Blue 1TB HD @ 7200RPM
Kingston 120GB SSD
GeForce GTX 660 2GB
Corsair CX500 500W PSU
Fractal Design Node 605 HTPC Case

Any help would be greatly appreciated

Those parts are compatible and should play those games at medium settings. Some games may run at high settings or a mix of medium and high, but the dual core will hinder you a bit in games like BF4 that thrive on a quad core CPU.

Also heavily depends on the resolution he is going to be playing at. That CPU most likely going to make BF4 run at lower FPS, forcing you to play it on the lowest setting. Looking @ your list, I would probably cut the SSD for now, and use that money for a better CPU, and get an SSD later.

Here is a CPU Core Usage chart comparison for BF4:
