Ok I'm building this primairly to run FSX. I'm also trying to budget it but not that worried. There is no case as I'm going to try my hand at building a custom case. I am thinking of running a cooling system but still need to figure out how to work it in with the custom case. Any good places to read up on cooling systems?

This is what I have so far.

CPU
Intel Core i5-3570K 3.4GHz Quad-Core

Thermal Compound
Arctic Silver 5 High-Density Polysynthetic Silver 3.5g

Motherboard
ASRock Z77 Extreme4 ATX LGA1155

Memory (is 8GB enough for a starting point? I currently run 4GB on a laptop and never had any problems)
Crucial Ballistix Sport 8GB (1 x 8GB) DDR3-1600

Storage
Sandisk 64GB 2.5" SSD (bit big for just an OS drive but figured I could always load some of my designing programs on it)
Western Digital Caviar Black 1TB 3.5" 7200RPM

Video Card
EVGA GeForce GTX 660 2GB

Power Supply
Corsair 750W ATX12V

Optical Drive
Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

Operating System
Microsoft Windows 7 Home Premium SP1 (OEM) (64-bit)

You can use a H60 or H80 from corsair. Both are watercoolers with a 120mm rad & fan.
The H80i has better cooling performance when you overclock the CPU.
GO for the i5 4670k if you hust run FSX, because FSX doesn't support hypertreading. So with the 3770k or 4770k it would be 100$ extra for nothing.
