Is this a decent graphics card??

It is the ATI Radeon HD 4650 1GB. I am wondering if I will see improvement over my current Intel GMA 4500 integrated graphics. Here are the fps I can get on various games:

Minecraft: 20-50 fps, medium settings with Optifine (10-20 in congested spawn areas.)
Warframe: 14-20 fps, low settings (motion blur enabled) (Lowest Resolution)
Team Fortress 2: 30-60 fps, default settings (20-50 in large battles)
Planetside 2: 5-15 fps, lowest settings (2-5 in large battles)
Toribash: 20-50 fps, high settings

If that graphics card isn't a good one, it would be great if you could recommend one that would work on my PC. It is a HP Elite 8000 Convertible Minitower. Here are my specs:

Intel Core 2 Duo ~ 3.16ghz
Intel GMA 4500 (integrated)
4.00 GB RAM
Windows 7 Professional 64 bit
PCI and PCI Express slots

I would also prefer that the recommended graphics card could play games such as Skyrim or Assassin's Creed at medium graphics. Thank you in advance.

You don't say what the price is on it. It's going to be better than your integrated card, but by how much I couldn't say. It is for sure an old card as well. What kind of budget do you have, and what is the power supply rated for in that machine?

It is about $65 on eBay. The motherboard is only 300w (yes I know it's low :( ) I would prefer to stay under the $100 mark but if it is a little higher than that's perfectly fine.

You're the graphics card expert, would a Radeon 6670 be compatible with my machine?

In that case a 7750. The offical specs state that 4650 should work though with your system a 7750 will. You have a hard time getting a 4650 so I say go for a 7750 and yes it will fit.

7750 is too expensive. i cant really go $150-200

Yah, the 6670 its my suggestion too, the link I posted is for a 6670, just wanted to let you know a bit about the 4650 since I used to own it.

It might be ok for a few time, but I would recommend you to upgrade to a 400-500w PSU as soon as possible, especially if it is a generic power supply that came with the computer, you can get anything from antec, corsair or even the EVGA I use, for around $30-$45. Go seasonic if you can afford it since they offer really good quality.

i dont got the money man. is there any 300w graphics cards for under $80? i would like to run skyrim. and most of all, i would just like to see a dramatic increase over my intel gma x4500

Your psu will run the 6670 just fine, according to AMD both 4650 and 6670 require a 400w psu, but I used my 4650 with a 300w psu for about 2-3 years. So you will be fine, but I still suggest you to upgrade to a better PSU in a couple of months, just to be safe.
