Graphicscard, pci slot, motherboard,ram or psu defective?

I had a 9800 gt sonic 512 card for 4 years and i recently encountered several lines on my display ,bluescreen and startup failure. Since its a sign of a defective video card i immediately bought a gt640 as a temporary card. First startup was successful with no more lines or whatsoever i even updated its driver, the following day i encountered the same problem as before, monitor wont turn on only the power blinking and no beep sound during startup. I also encountered this problem with my old card, what other hardware could be defective?

Sounds like the motherboard itself is faulty if there are no POST beeps.
