I intend to do some very mild overclocking for a low-cost performance boost. Also, I realize this doesn't include much storage space, I was planning on using an external drive or simply adding a hdd as needed.
I would greatly appreciate any cautionary tips or recommendations for cutting costs without sacrificing too much performance.
In particular, being a mini-atx build I'm a bit worried about heat being a problem during long gaming sessions.

EVGA video cards are notorious for being power hungry, I would definetely go a few hundred watts more on the psu, the cooling system you planned should work great but i would use a push/pull config on the radiator to be on the safe side
 


You actually have this backwards. AMD cards are MUCH more power hungry with the current generation.

550w-650w is fine for this system. The gtx770 cannot eve pull more than 197w under FULL 100% load.
