Cant run my assassins creed 4 at max settings without it lagging a bit.

I was wondering if my cpu was too slow or if maybe my graphics card wasnt good enough. How can i tell which one it is?
Cpu: intel core i7 processor i7-4770k, 3.5Ghz
Graphics card: Geforce GTX 760, 2gb gddr5

It's more than likely your gpu, I'd test this by overclocking my videocard by like 10%-20% for like a minute or two and seeing how much frames improve by, I will warn you without proper cooling you shouldn't really overclock at all, and if you do this monitor your temps closely.

The easiest solution and the most expensive would be buying a new video card, but no you do not "need" it.
Personally I would research around a bit, find if there are some optimizations you can do, overclocking is always an option.
It also looks like AS4: Black Flag is a bit of an optimized mess and some people have had luck with custom solutions.

In the second post the guy refers to downloading D3d overrider and getting a significant fps boost.
