Can trades be offered or only buy/sell?

The reason I ask, is because I have a 660 ti coming back to me from MSI after I RMAd my 7870 (they agreed to the swap due to too many RMAs of the 7870). I have since bought a gtx 770 and I feel the 660 ti is overkill for a physx card.

Can you offer trades here and if so do you think a 660 ti in exchange for dual non ti 650s would be fair? Or a 650 ti and a 640 or some combination thereof? If you can trade and the community thinks this sounds fair i'll offer up the 660 ti next week after it comes back and I've had a few days to use it as the main gaming card to make sure it works.

I don't see any reason you can't offer a trade. The typical Deals section rules found in the sticky would still apply.
