Yes that monitor should work fine but when playing games,you probably should be paying more attention to the graphics card than the monitor. You might also want to make sure that your graphics card is powerful enough to handle the game. I would recommend a gtx 660 & 660ti to play the elder scrolls online.

I have the EVGA GeForce GTX 770 SC 2GB GDDR5 GPU - how will it run on that? And is there a better monitor in that price range ($280 - $300) -

You're graphics card goes over the recommended system requirements of Elder scrolls online so you wont have any problems running it. Also, there are alot of different types of monitors in that price range but i can't really help you find a specific monitor because that really depends on what you're looking for in a monitor (resolution, refresh rate, screen size, etc...) i would recommend looking on some reliable sites such as Newegg (http://www.newegg.com/Monitors/Category/ID-19) or maybe TigerDirect (http://www.tigerdirect.com/applications/Category/guidedSearch.asp?CatId=12&cm_re=Homepage-_-Spot%2026-_-CatId_12).
