Monitor (TV) Resolution Issue

Hello, my monitor (which is an LED LCD Television) is displaying 1366x768 (reccomended) as the resolution. I REALLY want 1080p, as I have a gaming computer, and when I change it to a higher resolution it gets blurry and has black borders on the sides. So my question is what do I need to do to be able to get 1080p? ALSO: It says my computer is running at 30Hz, I believe 60Hz is "average" but I'm not sure, how can I get it up to 60Hz as well?

Specs:
GPU: Radeon R9 270X
Monitor: LED LCD Westinghouse 26" (I believe that is how large it is)
Cable: 30 ft. DVI to HDMI Cable (Resolution up to 1080P) (I see it says up to 1080p, but really it isn't going so well for me , that's why I'm asking)

Well if the TV is 720P then that is what you get!

But I can get 1080i when I play xbox on my tv

Well, when I go to resolutions, the native pixel resolution (also usually the highest) is 1920x1080, so I know my TV supports it.

Check your model number! 2655 is 720P and 2685 is 1080P
