So im about to order the parts to build a computer and im on a bit of a budget, i was wondering if i could load Steam OS as the primary operating system then load Windows 8.1 on Later when i have more money, thanks for your help, much appreciated

Yes, but...

What is your reason for SteamOS in particular? Games? It is still a work in progress. Don't judge your hardware on a beta OS.
And it is really just a Linux variant.

I didnt mean to leave out that i would be using it primarily for gaming, the reason i would want to upgrade eventually is because not all the games in my library are linux compatible, (im on mac right now) so if i wanted to upgrade from the steam os to windows so i could play all my old games

Yes. But don't be surprised when you run into a weird bug, or some driver issue, or other weirdness.
ex. Don't count on an esoteric mouse and its drivers to actually work 100%.

It is not a simple upgrade, but rather a complete reinstall. Moving from SteamOS to a full reinstall of Windows might be problematic as far as saving games, etc.
Not saying it cannot be done, just that it will not be a seamless move.
