How to get rid of index.dat files?

Does every single user profile in Windows 7 have a seperate index.dat file/s or do you have to get another computer to get rid of the index.dat file/s?

I am wondering if I could just make a new user profile to get rid of the index.dat files. I don't feel like taking hours to find freeware to delete the index.dat files, but I also DO NOT want to buy a new computer. What should I do?
I did not do anything illegal, so don't assume that I did.
