Unique Boot Problem

Hi, I was wondering if anyone could help me solve my problem.

Whenever I boot up my pc, it gets stuck at the "starting windows" screen, yet fully boots up. How do I know it fully boots up? When I unplug a usb device it makes the sound it usually makes when you unplug a device.

simplify the boot process.... unplug EVERYTHING not required for boot...

as in the only things plugged in are the keyboard, mouse Monitor, and power.

No network, printer, external drive(s), usb connections of anything (except keyboard and mouse)

if you have 2 Ram sticks, take the other out and boot with one and do the same with other one if still doesn't solve your problem. Clean the Ram slots properly. If still nothing, clear CMOS. Unplug your psu cable, take out battery from motherboard and wait for 5 mins. Plug cable and battery, try now.
