Delay after pressing power button on computer

Hi guys, I have a strange issue with my computer. Sometimes when I press the power button on my computer it takes around 10sec for the computer to start receiving power and boot up. Also when I shutdown my computer there is sometimes a delay of up to 15sec before the computer switches off completely. The computer also makes a distinct click noise (only one click) just before the computer switches off completely. I suspect that it could be the PSU that is the problem. Can anyone please provide some advice regarding this?

Hmmm, if you think the click is coming from the PSU is it still under warranty?

Yeah it is a very strange issue. And yes it is still under warranty.

I'd say wait for someone else to jump in, if you can't get it worked out RMA for another.
