So i will preinstall my windows and i want to seperate my Storage to my two accounts ( Administrator and Guest) so that me and my brother will use different storage and not see each others files and stuff. So my question is: Is that possible?
I have 1TB HDD and 250GB SSD. Can i seperate the HDD into 500GB for each account and share the SSD for windows boot up and shared games. Or seperate the HDD into 500GB for each account and keep the SSD to my account only?

You can certainly partition an HDD. Here is a link giving detailed instructions. You'll get more from it than someone trying to explain. Should you run into a problem, just post back here. I'll be here for a while. Good luck!
