Gaming On a Low End CPU and Mid-Range GPU?

Hi Guys!

I have a low-end back up pc with these specs:

Dual Boot - Windows XP/Win7 Home Premium 64 (Primary)
AMD E1-1500 CPU (dual core ~1.48 ghz :(  )
500 GB HDD + 160 GB
4 GB RAM
ATi HD 7310 IGP 256mb (still shared..)
240V PSU

Now, if I were to install a low profile VisionTek ATi HD 7750, will I be able to play games such as GTA IV or Saints Row the Third on Med-High settings @ low res and attain 20-50 fps avg? (Res @ 800x600 - 1024 x768, low shadows, and lowered cpu intensive settings)

I can't say for sure since I don't have those games. But my hunch is that even the lowly E1-1500 will be able to use most of the HD 7750's capability. Especially at those low resolutions.
