Just recently, about a month or two ago I had finished building my first PC. I got the parts that fit my budget, but now that I'm making more money, I wanted to build something that was ready for next gen. I have yet to buy a monitor (using my TV), so I'm running at 1190x670 ("720p").

Current build
AMD FX - 8320 (OC'd 4.0GHz)
GeForce GTX 660
500GB WD Blue
500W Cosair CX500
MSI 970A-G46
NZXT Source 220
Cosair Vengeance 8GB (1x8B) RAM

I want to play next gen games such as Watch Dogs at the sweet spot of 60FPS, but I'm not quite sure what to upgrade. After hours of research I was told to just go with a 770, and my close friend is telling me to go straight for the 780.

What should I upgrade? (besides the PSU, I know I need more wattage.)

Well, because of some event coming up, my budget might have to lower down to $400, but I'm leaving $500 as an option just in case I DO end up making that $500 between now and the event.

I tried to look into the R9 280x but all these bitcoin miners caused the price to skyrocket.

Hi... i do own a 770 lightning edition and it is a decent GPU... but if you have 660 it could buy you some time before the next GTX 8xx would come out... so if you can save you 400-500$ wait for the next GTXs. If you can't wait till.. you have 3 options:
If you are a gamer-only get the R9 290x.. it is a mass of a GPU and a great overclocker but you will need a better psu.
If you use some 3d modeling or digital art -as i do-get the gtx 780 but you'll need to upgrade your psu too !
Final solution is splitted between the 280x and the GTX 770 both are very identical. And no need to change you psu for both of them and if they are at the same prices get the 770.. 770 lightning or zotac AMP! editions are the best. Sorry i cant help you with the prices because i live out of US-
BEST OF LUCK !!
