AMD Radeon HD 6450 VGA not working?

I'm a college student and my university provides desktops on request and they come with AMD RADEON HD 6450 graphics card. I'm trying to run it dual-screened with my LG monitor and the HP LE2201w monitor the school provides. The original setup they gave me was a VGA cable with the HP screen and a VGA -> DVI converter so it plugs into the DVI port on the desktop. That works fine. But when I try to plug in a second monitor into the VGA port using a VGA cable, windows doesn't recognize it at all.

What can I do to try to fix this?

The 6450 only has one DAC so it can drive one analog monitor and one digital monitor
