Minecraft streaming computer 60+ FPS

Might I ask the cheapest way of getting this kind of performance, I'm sure there are plenty of these posts on this website, I was looking, but the answers were rather vague and unhelpful, or extremely expensive and outrageous. Is it possible for under $450? I already have a monitor, OS, and all the other peripherals. I'd accept even just a CPU and GPU suggestion.
