My PC is in an endless reboot

My custom built PC is in an endless reboot cycle, it makes it passed the BIOS screen and everything checks out. Then it restarts, thinking the problem was the PSU I replaced that. Only to find that the problem still existed. I tested my RAM, GFX (as much as I could), CPU, HDD, and BIOS but each time it receives a load it crashes. My specs are as follows:
CPU-6 core AMD FX-6100
Motherboard-ASRock 770icafe
GFX-AMD Radeon 6850 HD
RAM- 2 G Skill Ripjaw 8Gb
HDD- Western Digital 2TB
PSU- Coolmax CU 700b

Prior to this happening, I had installed and was successfully running Win8. Problem began a few weeks ago, and had been stable for several months.

We can boot up UBCD from USB or CD, but as soon as we try to run something it reboots.
Win8 on HDD goes to reboot soon after initial. Problem also happens with or without HDD.

Your HDD may be failing or windows is corrupt try reinstalling.

The problem persists with or without the HDD, even when the HDD is unplugged and no longer in the machine it reboots.
