my friend wants a $700-$750 next-gen gaming pc. any suggestions?

he does not care who the parts come from as long as it gets the job done. He was thinking about getting a ps4 but he decided to invest in building a pc that will play next-gen games.
edit:keyboard,mice,OS and monitors are covered. He just needs the parts for the tower

$750 needing everything, im assuming since you didnt say if he had peripherals or an OS, the PC will not be very good.
