[Troubleshooting] No PCIe power when installing my new GTX 770 4gb by Gigabyte

I keep getting a black screen error "Please Connect PCIe Cables"
I have this PSU - http://www.newegg.com/Product/Product.aspx?Item=N82E16817341018[1][1]

I am currently using a gtx 560 Ti 1gb card, and decided to get myself a pretty nice upgrade
I go to install it and it doesnt seem to be getting power, and Im not sure why. At first I thought it could be my cables, so I went ahead and bought these. http://www.amazon.com/gp/product/B00A45JA3Y/ref=oh_details_o00_s01_i00?ie=UTF8&psc=1[3]
and I still couldn't get any power? Anyone got any tips or helpful things?

it looks the 12V of your PSU is not enough. check the detailed spec of your PSU about 12v rails.
