I'm Making My First Computer for High-Def Gaming and Recording, Suggestions?

I am interested in creating my first custom PC. I've done some research, and found this great website: http://www.build-gaming-computers.com/gaming-desktop-computer.html

Looking at their suggested gaming builds, I thought the "Budget Gaming Build" Would be perfect for me. Here is what it consists of:
Motherboard

ASUS M5A97 AM3+

CPU

AMD FX-6300 Six Core Black Edition

RAM

Kingston HyperX 8GB (2 x 4GB) 1600 MHz DDR3

Video Card

EVGA GeForce GTX 650 Ti 1GB

Hard Drive

WD Blue 1 TB ($60)

Optical Drive

Asus 24x DVD Burner

Case

Rosewill Black Mid Tower

Power Supply

Antec VP-450 450 Watt

For everyone that is experienced in this field, I was wondering: Can I run games in HD such as TeamFortress 2 and Battlefield 4 WHILE running a video recording program such as "fraps"? I know I can do that, however, will it be smooth and not be subject to huge drops in frame rate? If so should I invest more money into a CPU or Graphics card?

Tf2 would be easy, but BF4 will be hard. With that build, you can only play BF4 on about med settings, probably low if you use fraps. You should change the psu to the XFX 550w (Which runs at about ~$50 right now) and the gpu to a R9-270 if you can.
