I have decided to make my first build dedicated to testing (yay!). What I have done is simple: I have taken a 4960X processor, a motherboard 64GB 2933MHz RAM, full-out liquid cooling, 4-Way SLI TITAN Blacks, and, when the 790 is released, I will take 2 of the last 4 available PCIe slots and add Quad SLI 790s. I have coded some software (though extremely bare, it works (through Command Prompt)) that makes any of them disappear to the OS and Nvidia drivers. I will edit this post with benchmark results as well as FPS readings through a selection of games. Afterward, I will add a GUI to my software and sell the desktop. Thanks guys!

You can't quad SLI dual gpus only dual SLI, and the GTX 790 most likely won't be released.

...
The 790 will be released, and Quad SLI is 2 GPUs...

Quad SLI: 2 Dual-GPU cards in SLI, creating a four GPU SLI with 2 cards
4-Way SLI: 4 Single-GPU cards in SLI, creating a four GPU SLI with 4 cards
