Good Build for maximum 700?

Hey everyone! I have two cousins who both need a good PC build that will be used primarily for gaming and streaming. I've been asked to help them build something for no more than 700 bucks (they ideally want it at a 650 maximum but I might be able to get them to go up to 700 with enough talking if 650 can't quite do it) per rig. Monitors, keyboards and mice are not an issue, only a computer is needed right now.

The most intense games my cousins will stream are Skyrim (heavily modded but they asked me to ensure that it's at least possible to pull off the RealVision ENB at max settings), League Of Legends, Watchdogs (if possible, if it's not feasible at this price range I will let them know), Titanfall and a list of Steam games.

They don't particularly seem to have a preference of Intel or AMD or AMD or Nvidia but they have requested a case that has room to expand and doesn't look like "a giant battery.

I will look through any builds you guys put up!

Do they want to stream their games, or are these two separate tasks, not being done at the same time?
If they want both at the same time, they'll need more CPU power (vs. graphics muscle) than might normally be used at this budget level.
What is the resolution of their monitors?

I don't believe that they will stream at more than 1080p. I can tell them to do 720p if it isn't feasible in the budget cause at least 720p still looks pretty good on twitch.

They'll probably stream all the online games like League Of Legends and Titanfall but I doubt they will stream Watchdogs (I heard the minimum requirements absolutely wreck machines) and Skyrim (I've heard Ultra everything maxed with the RealVision ENB makes the game murder)

My PC:
FX8350
MSI 970A G46 (I would get an ASUS, one of the EVO series)
GTX 460 (The 750TI is the comparable model)
Huntkey X7 900W (I would buy Corsair or Seasonic, 650W would be fine.)
16GB Team Elite 1600Mhz DDR3
1TB Seagate Barracuda ES.2
I would add an SSD, something like 80-120GB, just for the OS.
Raidmax 902WW (Do the Corsair 300R)
Corsair H50 CPU cooler (Refurbished is half the price of new, they go through tons of tests, don't worry)
