Easy. Here you go:
http://pcpartpicker.com/p/3gc3J

This can do waaay more than Minecraft, but it's at your budget. It's everything you'll need aside from keyboards, mice and monitors. If you need those, let me know, I'll tweak it.

The PSU is really a little bit too powerful since you could easily run that setup on a 500W one. Get 2x2GB ram or 2x4GB if you can afford it, not 1x4GB. The point is to have 2 sticks so that it'll run in dual channel mode.

Actually, I tweaked yours a bit, just because it was over $600. I cut the RAM in half-- it should be fine for Minecraft. http://pcpartpicker.com/p/3gdhD

If this build can play heavily modded minecraft, it will be perfect. If not tweak it so it can. But stay around 700$

Depends on what "heavily modded" means. If you're running heavy texture packs I'd recommend you to get the GTX 750Ti 2GB graphics cards instead of the GTX 750 1GB.

I'm planning on running The mad pack (and any other big mod packs) which has 140 mods. About (40) small mods.

Same build, but with the 750Ti and 4GB more RAM. It's currently at $628 with rebates, but it'll normally be about $678: http://pcpartpicker.com/p/3gf9b

Yes this will work. I already have a operating system so no need for that.

I can cut down on the price then. This will perform much better, with a better CPU and case, plus a CPU cooler and faster GPU. This can handle many new games on average settings as well. http://pcpartpicker.com/p/3gfnD

Of course, if you like the price of the other one, go for it :D

A fx 8320 is really going to bottlenecked by the gtx 750Ti so it's really useless if you only have a GPU like that.

This build isn't for me. It is for my brother he streams and plays minecraft. I think he is shooting for a 600-700$ dollar build, I just asked him.

I am sorry for making you guys change the prices over and over again. It is probably annoying isn't it?

I only put the 8320 so he could eventually upgrade and overclock it if he wanted. I'm all about future-proofing my builds :bounce:
