Which is a better graphic card between GTX Ti 650 1GB GDDR5 or HD 7770 1GB GDDR5.?

I have currently decided upon GTX Ti 650 1GB GDDR5 which costs INR 9,600 (Approx $158) and HD 7770 1GB GDDR5 which costs INR 7,800 (Approx. $128) approximately. I was using HD5450 which sucks big time with current generation games since its outdated.

I see positive and negatives on both cards. And I'm at a standstill on which one to buy.

My current computer specs:
i5 3Ghz Processor
4GB RAM
1440x900 17" Dell Monitor

I primarily want to play games such as:
Assassin's Creed: Black Flag
Crysis 3
Fallout 3
Battlefield 4
Mass Effect 3
Bioshock Infinite

I'm open for suggestions for any other graphic card within that budget.
Also, please suggest me a good PSU. I have a Beetel BT-450 (450W) which I feel is not good enough to handle the graphic card and it also does not have a 6 Pin Power Connector. My budget is around INR 4,000 for the PSU. I have looked this up - "Corsair VS550 550 Watt PSU" which costs around INR 3,250 (Approx. $53).. But I'm not quite sure if it has 6 Pin Power Connector.

The 650 Ti is a bit faster, but around the same price you may be able to find a GTX 750 or 750 Ti which would be even faster and doesnt need a 6-pin connector at all.

Thanks for your suggestion. I've looked into GTX 750Ti as well.. It costs me around INR 12,500 (Approx $205). I'm open to buying that, but I've heard that GTX 650Ti is better than the 750Ti.. Not sure if this is true or not.

if you really want to buy a 750 ti, u could go for the 650 ti boost , which is more powerful than the 650 ti

& the corsair VS series is good but not that good.
ALSO, how about this combination???
radeon 7750(search on flipkart, there would be prices like 8500)
& The corsair VS550 psu
