Why Can't We Build Our Own GPUs

Why do do Graphics Cards come pre-built when you can build your own PC.

It seems like if you can choose a CPU, fan and RAM than you should be able to choose a GPU, fan, and ram for the card as well and than stick them to a PCIE card the same way you attach everything to the MOBO.

Because the gfx cards have their own custom operating system we can't see/isn't user friendly i'd imagine.
