ok I play guild wars 2 and elder scrolls online both are moderate to heavy cpu intensive games and I have a few questions

1. will mantle improve cpu intensive games by healping the cpu lower its load

2. and most important wich setup would be better for games because I have an i7 920 now but thinking of upgrading and my choices I want to know about is this

would my old core i7 920 and a radeon 280x be faster then a haswell 4670k and a radeon 265gpu?

I am working on a budget for now and I want to stick with radeon gpu and I know the 4th gen haswell chips are way faster then my old i7 920 however I can either upgrade my system to haswell and throw in a radeon 265 or I can buy a great overclocking gpu of the 280x class such as sapphire toxic. I am wondering wich setup would give me better frames persecond on average

overall for video gamming BF4 MMO's SimCity and a few fps games wich setup would be faster
i7 920 1st gen w/ radeon 280x gpu
haswell i5 4670k with a radeon 265 gpu

now my 1st gen i7 920 wont overclock over 3.6ghz I think due to age and abuse its just not stable above 3.6 and id overclock the haswell fairly high if I had it 4.2+ ghz ect.

if I upgrade cpu now id have to budget and only get a radeon 265 card. I am wondering though wich One of the TWO configs would give me the best FPS.

Get the R9 280X, it's a near perfect match for the existing i7 920 and a single 1080 screen, its extra graphical grunt will allow higher settings without sacrificing frame rate. Fast as it is a Haswell upgrade will be held back by the much slower 265 card, or you'll have to lower settings to maintain the frame rate.
