XFX Radeon HD 5450 not working

I am trying to assist my bother with upgrading his recently hand-me-down PC. HP pavillion m8020n media center computer. Upgrade to 5ooW power supply. only upgraded to 3gb ram (forgot to pickup more at microcenter and i only had 1g available). P5LP-LE motherboard, upgraded bios. Windows 7 premium. When the old card, some 128mb graphic card, is in everything is fine. When I place the new 5450 in, The monitor (and small tv) I use have the "no input found" message. I'm not sure how to fix this. The slot is PCIe 1.0 x16. The card is 2.1. I didn't think that would be an issue, am I wrong? please help.

is the tv/ monitor plugged on your video card?
have you set PCIe slot as default in BIOS?

yes I tested on 2 seperate devices a tv and an lcd monitor. I used a vga to vga, dvi to hdmi, hdmi. The dvi to hdmi is actually the original cable I was using.

I will have to check my BIOS settings and get back to you.
