Might seem like a silly question but I'm installing windows on my sister little computer and I noticed there's no video card so i can either give her my old x300 or use her onboard.

Which is better FPS wise
 
The Radeon X300 is a faster GPU than the GeForce 7025 integrated graphics, however, the X300 does not have ShaderModel 3.0 support, which means it won't play anything remotely resembling a modern game.

If your sister is just web browsing, either will work, and I'd say just stick with the integrated graphics, as it has full DirectX 9 support. The only reason to use the X300 would be if she wanted to play some old games from around 2002 or so and wouldn't mind losing the capability of playing anything released after 2004-2005, when DirectX 9c and ShaderModel 3.0 became pretty much mandatory for playing games.

She does play some games but they're light. like League of legends which does work on the x300, half-life series which also works on x300 with some drops counter-strike source, and a FEW other games but I wanted to get her like Scribblenaughts and thigns like that and she can't run that on shader 2.0.

Also I know she will play more games once she gets internet at her house. Her PC supports the Phenom II X6 6-Core cpus and ddr3 RAM up to 1600 and ddr2. Would it be worth the price eventually to get her a used phenom II x6 8GB ddr3 1600 and maybe a r9 270x/geforce 750ti? Or will that CPU hold her back? ATM she has an Athlon x2 3100 2.01GHz and 2GB DDR2
 
I'd say a faster graphics card would be most helpful right now, along with at least 4GB of RAM, as the GeForce 7025 isn't particularly good for gaming at all, though it is better for newer titles than the X300 simply by virtue of being able to run newer games, just not at particularly good framerates.

If you do want to go up to a midrange card like a 750Ti or R9 270x, a new CPU would be needed, provided you can find a Phenom II. A Phenom II X4 isn't bad for gaming, there probably isn't much benefit to getting an X6 unless your sister plans to play Battlefield 4 or Crysis 3, especially if the X6 is going to be clocked considerably lower than the X4 eg. A Phenom II X4 975 would almost always be a better gaming CPU than a Phenom II X6 1025T. unless you're willing to overclock.
