amd 6300 vishera 4 out of 6 cores underclocked to 1397.92 MHz

i go into amd overdrive to look at the processor clock speeds, and only 2 of the 6 are at normal speeds, if i restart they go back to the normal base speed of 3791 MHz. I dont know why only cores 3 4 5 and 6 are underclocking to about 1400 MHz. Any help would be great. Thank you in advance. This problem just started happening about a week ago. Ive had the new mobo and processor for about 4 months. this is just a vague description of what i see happening, i will be more than happy to go in to detail and search for more in depth information.

PS. cool and quiet is off.

I encountered something like this on my Athlon II X4 750k. All 4 cores underclocked to 1400MHz after some stress tests with prime95 and i realy don't know why it did that. Try to put the power plan on "High performance", it lowers the CPU's frequency if it's left on the default "Balanced" plan. Also, the base frequency of the FX6300 is 3500MHZ, the 3800MHz frequency is achieved with Turbo enabled. If you are fine with the stock 3500MHz frequency and don't want to overclock, then disable AMD Turbo Core Technology and it'll stay stable at 3500MHz. And i have to ask you what Power Supply do you use? It could be it, if it's not powerful enough.

okay so, i have turbo on and i normally run it at 20.5x which gives me 4091 MHz, but when i put my current machine together the processor ran at 3800 MHz from the beginning right at first boot, even though target is 3500 MHz, with no changes in the bios. i will give specs.

ULTRA LSP650 650W ATX POWER SUPPLY. (could be the problem) Not name brand
Kingston 4GB 1600MHz 9-9-9 DDR3 HyperX x2 for 8GB
I have no special HDD set up as far as raid goes. All drives are moving drives, no solid state. Running windows 8.1

processor temps on average under load are around 40 Celsius and idle around 25 Celsius via readings from CPUID HWMonitor.

Also, I'm not sure where the power plan selector is located. In order to choose balanced, or HP. Only time ive encountered a slider that refers to that is in the graphic card options.

You can find the power plans under Power in Control Panel in Windows. That power supply is not so good, and i don't recommend any kind of overclocking with it, not even the Turbo enabled.
