Failed Power Supply Unit?

I recently bought a new PC and its not powering on. Motherboard power standby light comes on, but nothing else and starting the PC does not work.

It's running a APEVIA ATX-P900W.

I've pulled out everything including the motherboard (Asus P9X9) and measured the voltage on the ATX 20+4 pin connecter on the PSU from common to all of the pins. I'm seeing that the commons are wired together as expected, but all of the output voltage pins are giving +5V relative to the commons.

I'm wondering if my diagnosis is correct in that the PSU should be outputting other voltages. Or if I'm missing a step in there?

Apevia makes very very poor power supplies , I bet it's the power supply.
