Overclocking AMD 5600K APU

I have a 5600k that i'm trying to overclock but no matter what i do as soon as it hits 38-40C it drops the multiplier down to x14 until it cools back down and im not sure how to get it to stop doing this
I have installed AMD Overdrive and disabled turbo core and set clock at x38

Specs
5600k
Biostar A55ML2 Motherboard
8gb Corsair Vengeance @1600mhz
HD 6870 yes way overkill but i got a new card for my system and had a pair of em lying around
the amount of hacking i had to get this and and the cooler in and powered was ridiculous
Corsair H60 liquid cooler not most cost effective but i like them so get over it
600W Stability Power PSU (think OEM)
in a Thermaltake V2 case with large hole hacked in side panel for radiator mounting

Well problem may have solved itself, as i was fiddling with it i found myself needing to reset the bios and after i reset it the temps are reading -42C so stepping is no longer a factor lmao other temps are reading at +35-38C under load so i'll just leave it there for now i guess, running a constant 4.0ghz right now for attempted burn in of new cooler but its not getting hot enough lol
