Right guys im having a nightmare with this at the moment. a friend has brought this pc round to me because the computer always keeps rebooting in windows and the bios. i have reseated the motherboard, tried a different PSU , tried different ram, updated the bios, took the gpu out on used the igpu . so im guessing that its the motherboard which has a fault with it, what do you guys think?
 
What happen if you remove the CPU and CPU cooler and try again?

Another option is try to boot only the rig with just CPU installed, not ram, not HDD, not ssd. If the problem keeps happening I would agree with you that is a faulty motherboard.
