Require help on my second gaming build.

Hi guys, so this is my first post here and I'd appreciate some advice on my next project. Now what I'm most concerned about is the need for water cooling with the two GPUs as I've never even attempted it at all. Would you consider this a necessity?

The maximum expenditure for this build that I've budgeted for is 6k (UK pound) including all the peripherals. Now, I doubt I actually need the dual Titans but they're placed in the part list for a general price mock up - I will most likely go with dual GTX 780ti. I know Radeon cards are recommended for multiple monitor builds but I have no real experience with them (possibly AMD Radeon R9 290X?) Anyway, please let me know your opinions I'm apt to changing a few things if needed!
