Computer won't enter Post

New computer. 2nd motherboard that I've bought because the first one was sending me any beep codes. This new won't send error codes or enter POST

may help connect your monitor to mobo without gpu and just one memory stick inserted.

I'm using my TV has a monitor. Do you think that is the issue? I've been trying to run the hdmi on the mobo to get into bios.

the issue yes the gpu dont have drivers yet to run in big resolution.

Is it normal for the usb ports to not work yet? Or do I need to get it into the bios before it works?
