I need to lower the price

Solution
Drop the CPU cooler, it is basically the same thing that comes packaged with the CPU. You'd be much better off with the budget standby, the Coolermaster Hyper 212 evo, but that is +$20USD from your current listed cooler, but probably something like 400% more effective/much more quiet.

Drop to a different PSU. You can easily get by with a 450W-500W PSU. That memory is fairly poor for the price.

Other than that, you're looking at seriously cutting into performance numbers by dropping to the next level down of any components...

If you're comfortable, used parts on CPU, GPU and memory can save a lot of money, also open box or refurbished parts from Newegg will get you something you can return if it is broken/DOA.

Solution
I agree with the above, the biggest chunk is your video card. To be honest If you are really budgeted, swap the psu and ram as above, drop the video card down and get a bit better motherboard. You don't mention how much you need to drop by though.
