Converted Internal Hard Drive From Old Laptop To External Hard Drive

It's a Seagate Momentus 750GB. First off I'm not asking for help in bypassing security and I know it's an incredibly fine line that I'm about to draw here. But anyway it had a full Windows 8 installation on it, and I'm trying to access the users folder so I can pull some of my old pictures and documents off it, and my current laptop gave me a message saying "You do not have permission to access this folder Click "Continue" to gain access". And when I click "continue" it keeps going in a loop and won't allow me access to the files I'm trying to copy. Has anyone else experienced this? What to do about it?

Since this includes a regedit, obviously back up your registry beforehand, and proceed carefully.

Huh this is odd when I connected the drive to my PC that runs Windows 7 it was able to access the folder without fail, maybe it's only Windows 8.1 that has this problem.
